EDITORIAL: The meaning behind June 23 should be shared beyond Okinawa
（社説）慰霊の日　沖縄戦の記憶、共有を

Okinawa recalled its horrifying experiences in the 1945 Battle of Okinawa and consoled the spirits of the victims on June 23, the 71st anniversary of the end of the bloody warfare. June 23 is a prefecture-designated holiday marking the end of organized fighting by Japanese troops deployed to the southern island prefecture.
　沖縄はきのう、沖縄戦の犠牲者らを悼む慰霊の日を迎えた。

More than seven decades since the end of the devastating battle in the final days of the Pacific War, many scars are left unhealed in Okinawa.
　太平洋戦争末期の沖縄戦から７１年。これほど長い時が過ぎてなお、沖縄では戦禍の傷口を見せつけられる。

U.S. military bases, for instance, occupy 10 percent of the prefecture’s land. Unexploded shells are still discovered frequently in various parts of the prefecture. The remains of the war dead are found in road construction sites.
　例えば、県土の１０％を覆う米軍基地。県内各地で頻繁に見つかる不発弾の処理。そして、道路工事現場などから見つかる戦没者の遺骨だ。

More than 100 sets of remains are uncovered every year. In the last fiscal year, which ended in March, the remains of 103 bodies were discovered. The numbers for the preceding two years were 194 and 263, respectively.
　収骨された遺骨は昨年度が１０３柱、一昨年度は１９４柱、その前年度が２６３柱と、その数は毎年１００柱を超す。

More than 200,000 people died in the Battle of Okinawa. By March this year, 185,224 sets of remains of Japanese war dead had been laid to rest at the national cemetery for people who died in the Battle of Okinawa in the Mabuni district of Itoman, the site of the last major fighting in the warfare, according to the prefectural government.
　沖縄戦では、２０万人余が死亡した。県によると、そのうち日本人の遺骨は今年３月までに１８万５２２４柱が収骨され、糸満市摩文仁（まぶに）の国立沖縄戦没者墓苑で眠っている。

The remains of nearly 3,000 Japanese victims have yet to be found.
それでもまだ３千柱近くが見つかっていないという。

In the Battle of Okinawa, 66,000 Japanese soldiers and civilians in the military services from other parts of Japan died along with 28,000 from Okinawa Prefecture. In addition, an estimated 94,000 non-military residents of the prefecture, or a quarter of the prefectural population, were killed.
　当時の軍人・軍属の死者は、県外出身者が６万６千人、沖縄県出身者は２万８千人。一般県民の死者は９万４千人と推定される。実に県民の４分の１が犠牲になった。

Although many remains are still waiting to be discovered, the task of gathering them has been left to private-sector volunteers. As a result, the work has been proceeding at a glacial pace.
　おびただしい遺骨があることはわかっているのに、収骨作業は民間ボランティア頼みで、なかなか進まなかった。

A law mandating the government to collect all remains of the war dead finally came into force in April.
In response, the government has decided to make intensive efforts to collect the remains over the next nine years. The government should take this opportunity to make up for lost time.
　ようやく今年４月、国に収骨を義務づける戦没者遺骨収集推進法が施行され、９年後までに集中的に収集することになった。これまでの遅れを取り戻してもらいたい。

The June 23 official memorial ceremony, sponsored by the prefectural government, was held at the Peace Memorial Park in Mabuni. But a spirit-consoling service was also held in front of the gate of Camp Schwab, a U.S. military base in the Henoko district of Nago.
　慰霊の日、摩文仁で開かれた県主催の全戦没者追悼式とは別に、名護市辺野古にある米軍キャンプ・シュワブのゲート前でも、慰霊祭が開かれた。

Immediately after the Battle of Okinawa ended, the U.S. military established an internment camp for Japanese civilians. Many residents of the prefecture, ranging from an estimated 20,000 to 40,000, spent several months in the camp. A number of civilian prisoners of war died in the camp from malaria, malnutrition and other reasons.
　沖縄戦直後、米軍がここに民間人の収容所を設置し、２万人とも４万人とも言われる住民が数カ月間、暮らした。その間、マラリアや栄養失調で亡くなる人が相次いだという。

The construction of Camp Schwab started around 1956. But a citizens group opposed to the proposed relocation of the U.S. Marine Corps Air Station Futenma from Ginowan in central Okinawa Prefecture to Henoko started holding the spirit-consoling service last year, believing there are still unfound remains within the camp.
　キャンプ・シュワブの建設は１９５６年ごろから始まったが、「遺骨はまだ残っているはずだ」と、米軍普天間飛行場の辺野古移設に反対する市民団体が昨年から慰霊祭を始めた。

With the law promoting the collection of war dead remains taking effect, the government has pledged to carry out such work in U.S. bases as well.
　遺骨収集推進法の施行を受けて、政府は米軍基地内の遺骨収集にも取り組むという。

The U.S. military should cooperate with efforts to ensure an early completion of the project.
米軍もぜひ協力し、一刻も早く収骨を実現してほしい。

People in Okinawa are still suffering from the excessive burden of hosting so many U.S. military bases within their prefecture. The central government has stuck stubbornly to the Futenma relocation plan despite strong opposition among people in Okinawa.
The prefecture was recently shocked by the arrest of a former U.S. Marine working as a civilian at the Kadena Air Base in the prefecture on suspicion of raping and murdering a 20-year-old woman. Her body was found in a wooded area after she went missing in late April.
　普天間飛行場の県内移設に向けた政府の強硬姿勢、米軍属による女性殺害・強姦（ごうかん）容疑事件の発生など、沖縄県民はいまも過重な基地負担にあえいでいる。

The suffering of Okinawan people due to the heavy U.S. military presence in the prefecture is inseparable from their memories of the Battle of Okinawa.
その苦悩は、沖縄戦の記憶と切り離すことはできない。

The central government and Japanese living in the mainland need to understand the full meaning of June 23 and reflect afresh on the history of suffering experienced by people in Okinawa.
　政府や本土の国民は「慰霊の日」の意味を共有し、沖縄が経験した苦難の歴史に、改めて思いを巡らす契機としたい。

Top court ruling must not impede information disclosure requests
沖縄「密約」判決　文書管理と原則公開の徹底を

Documents on a secret agreement may have existed, but that does not mean they were kept by the Foreign Ministry—this was the opinion expressed by the Supreme Court in a recent ruling regarding the disclosure of documents on a secret Japan-U.S. accord.
　「密約」文書が作成されたとしても、外務省が保有していたとは認められない――。最高裁はそう指摘した。

Former Mainichi Shimbun reporter Takichi Nishiyama and other plaintiffs have demanded the court order the government to disclose documents confirming the existence of a secret accord tied to the 1972 reversion of Okinawa Prefecture to Japan from U.S. control.
　沖縄返還に伴う日米間の密約を示す文書の開示を、元毎日新聞記者の西山太吉氏らが求めた訴訟の判決だ。

On Monday, the top court upheld a high court ruling which concluded that it was legitimate for the government to turn down an information disclosure request for the documents on the grounds that such documents “do not exist.”
最高裁は、「文書の不存在」を理由に開示しなかった国の決定を適法とした２審判決を支持した。

Despite the ruling, the high court acknowledged that the secret agreement did exist between Tokyo and Washington, and referred to the possibility that the documents were secretly destroyed by the Foreign Ministry or other parties.
　２審判決は、文書の存在を認めた上で、外務省などが秘密裏に文書を廃棄した可能性に言及した。

But Monday’s ruling did not go that far, and we believe the top court was duly careful to avoid making assumptions.
最高裁判決はそこまでは踏み込まなかった。推測を交えず、慎重に判断したと言えよう。

The papers in question include one showing that Japan, during the negotiation process with the United States for the 1972 reversion, has agreed to pay $4 million for the restoration of land occupied by the U.S. military.
　問題となったのは、１９７２年の沖縄返還に至る日米交渉の過程で、米軍用地の原状回復費４００万ドルを日本側が肩代わりすることなどを申し合わせた文書だ。

Nishiyama obtained a copy of the relevant documents from a Foreign Ministry official. Based on the copy, an opposition party lawmaker questioned the government in the Diet.
　西山氏が関連文書の写しを外務省職員から入手し、野党議員がそれを基に国会で追及した。

Nishiyama was later convicted for violating the National Civil Service Law.
西山氏は国家公務員法違反で有罪となった。

These series of events are now known as the “Nishiyama incident.”
「西山事件」である。

The government denied the existence of the secret accord when suspicions were raised.
　日本政府は当時、密約を否定した。

The decision was apparently not easy—we assume that the government decided to deny the suspicion so the reversion of Okinawa would smoothly proceed.
沖縄返還を円滑に実現するため、苦渋の選択をしたという一面もあったろう。

There are always secrets in diplomatic negotiations, which have a huge impact on national interests.
国益をかけた外交交渉に秘密はつきものだ。

Govt’s irresponsible attitude

In 2000, an official document indicating the existence of the secret accord was discovered in the United States. 　２０００年になって、米国で密約の存在を示す公文書が発見された。

Later, a former director of the Foreign Ministry’s American Bureau who was in charge of negotiations with the United States for the handover admitted Japan’s payment for land restoration during a media interview.
沖縄返還協定の対米交渉責任者だった元外務省局長は、報道機関のインタビューで、日本側の肩代わりを認めた。

However, the government continued to deny the existence of the secret accord.
　日本政府はその後も、密約自体を否定し続けた。

There is no way to avoid criticisms that the government had dodged its responsibility to explain the incident.
国民に対する説明責任に背を向けたと批判されても仕方ない。

Examination of the case took place under the Democratic Party of Japan-led administrations from 2009 to 2010, and a Foreign Ministry advisory panel admitted that Tokyo and Washington exchanged “a secret pact in a broad sense.” 　民主党政権下の２００９～１０年に検証作業が行われ、外務省の有識者委員会は、日米間に「広義の密約」があったと認定した。

The ministry also conducted an in-house investigation but failed to find documents of the secret accord itself.
一方、外務省の内部調査で、密約文書そのものは発見されなかった。

Considering the circumstances, the top court likely decided to cautiously approach the issue.
　こうした経緯から、最高裁は、慎重な姿勢に徹したのだろう。

There is one concern over the ruling, however: The top court ruled that those requesting information disclosures bear the burden of proving the existence of the documents in question.
　疑問が残るのは、最高裁が、文書の存在を立証する責任を開示請求者側に負わせた点だ。

But it is extremely difficult for an ordinary citizen to know how administrative bodies handle the documents they are seeking.
一般国民が、行政機関の文書管理の状況を把握するのは極めて難しい。

We are afraid that Monday’s ruling may raise the bar for people wishing to access government documents through the freedom-of-information system.
　今回の判決で、情報公開のハードルが、これまでよりも高くならないだろうか。

The system is able to exist on the condition that administrative organs preserve their documents appropriately.
　情報公開制度は、行政機関が文書を適切に保存していることを前提に成り立っている。

It is impermissible for such organs to arbitrarily destroy their documents to avoid them being disclosed to the public.
仮にも、行政機関が恣意しい的に文書を廃棄し、情報公開を免れるようなことはあってはならない。

The principle must be reasserted once again that diplomatic documents should be disclosed to the public after a certain period of time to let posterity examine them.
　外交文書は原則、一定期間後に公開して、後世の検証を受けられるようにする必要がある。

No end in sight to chaos in Thailand as situation continues to deteriorate
タイ総選挙　依然見えない混乱収拾への道（2月4日付・読売社説）

The political situation has been deteriorating in Thailand, and it is not easy to find even a clue as to how to end the current crisis.
　タイ政治の混迷は一層深まっている。局面打開の糸口を探るのは容易ではない。

Amid antigovernment protests, a general election was held on Sunday. There were no large-scale clashes between protesters and government supporters, as had been feared, but due to disruptions by protesters, the voting was canceled in about 20 percent of the electoral districts.
　反政府デモが続くタイで総選挙が行われた。懸念された大規模な衝突はなかったものの、デモ隊の妨害により、全体の約２割にあたる選挙区で、投票が中止された。

As things stand now, there will not be enough elected parliamentarians to convene parliament. And in those electoral districts where the voting was canceled, there is no clear prospect for holding another vote.
　このままでは、国会を開会するのに必要な議員数を選出できない。投票中止になった選挙区では、再投票の見通しも不透明だ。

Still calling for the resignation of Prime Minister Yingluck Shinawatra, protesters continue occupying major intersections in Bangkok. It is imperative to be on the lookout for worsening discord.
　デモ隊は依然インラック首相の辞任を求め、バンコク市内で座り込みを続けている。混乱拡大を引き続き警戒する必要がある。

In the latest election, the Yingluck administration took its case to the voters by dissolving parliament, a move that took place amid overwhelming support from farmers and poor people—a group of supporters Yingluck inherited from Thaksin Shinawatra, her brother and former premier, who now is in self-imposed exile.
　今回の選挙は、首相が、兄のタクシン元首相から受け継いだ農民や貧困層における圧倒的支持を背景に、議会を解散し、国民に信を問うたものだ。

Meanwhile, Thaksin’s opponents, comprising the wealthy and urban-based middle-class, have called for an unelected council to govern as an interim government, as they are overwhelmed by Thaksin’s supporters in terms of number.
　これに対して、富裕層や都市中間層などからなる反タクシン派は、支持者数ではタクシン派に遠く及ばないこともあり、選挙を経ない暫定統治を要求してきた。

The major opposition Democratic Party, which supports Thaksin’s opponents, has boycotted the vote, in step with the voting disruption by protesters.
　反タクシン派の最大野党・民主党は、デモ隊の選挙妨害に合わせて、選挙をボイコットした。

As voting was canceled in a number of electoral districts, the party has shown its readiness to appeal to the Constitutional Court to invalidate the vote on the grounds it counters the constitutional stipulation requiring elections to be held on one day.
　多くの選挙区が投票中止になったことを巡り、今回の選挙は、「全国で同じ日に行う」とする憲法の規定に違反したとして、憲法裁判所に無効を申し立てる構えも見せている。

Legal overthrow?

Thaksin’s opponents may be aiming to lawfully overthrow the government outside the election.
　反タクシン派が目指しているのは、このような選挙以外の合法的手段による政権打倒だろう。

Under the Constitution, enacted in 2007, the Constitutional Court and the National Anticorruption Commission have strong authority over parliament and public administrative organizations.
　というのも、２００７年制定の憲法では、憲法裁や国家汚職防止委員会などが、国会や行政に対し強い権限を有しているからだ。

Thaksin’s opponents have a majority in all such organizations. Some years ago, the Constitutional Court caused the pro-Thaksin administration to collapse by ruling that electoral fraud rendered an election unconstitutional.
　いずれの組織も反タクシン派が多数を占め、なかでも憲法裁は、違憲判決などでタクシン派政権を崩壊に追い込んだ例もある。

The dynamics of the political conflict are expected to remain for the time being, with Thaksin supporters calling for the principle of majority rule in running the country, while Thaksin’s opponents who attach importance to the “rule of law” by such entities as the Constitutional Court.
　統治方法を巡り、多数決で決着を図るべきだとするタクシン派と憲法裁などによる「法の支配」を重視する反タクシン派が対立する状況が当面続くとみられる。

Meanwhile, the 86-year-old King Bhumibol Adulyadej, who has often served as a mediator in times of political instability in the past, has been receiving medical treatment. There is a limit to his influence over the current turmoil.
　過去の政情不安で調停役を果たしてきたプミポン国王も８６歳となり、療養生活を送っている。影響力行使には限界があろう。

It is also worrisome that adverse effects on the economy have become apparent. The tourism industry, the country’s major industry, has been hit hard by the political unrest, with Thailand’s central bank revising downward this year’s projected national growth rate from 4.8 percent to 3 percent.
　経済への悪影響が目立ち始めたことも懸念される。主要産業の観光業は大打撃を受け、タイ中央銀行は今年の成長率見通しを４・８％から３％に引き下げた。

Under the current caretaker government of Prime Minister Yingluck, the government cannot compile a fiscal budget or approve any large-scale investment.
　選挙管理内閣のインラック現政権下では、予算編成や、新規の大型投資認可は行えない。

As Japanese-affiliate companies are expected to shy away from investing in the country, Thai authorities will continue to face a severe ordeal.
　日系企業などが投資を控える動きも予想され、タイ当局にとっては、厳しい試練が続くだろう。
