EDITORIAL: BOJ should have reviewed inflation target before further monetary easing
（社説）日銀追加緩和　目標に無理はないか

In a surprise move on Oct. 31, the Bank of Japan opened up the monetary taps further to shore up the sagging economy.
　日本銀行が追加の金融緩和に踏み切った。

The central bank had been pursuing a goal of increasing Japan’s monetary base--the total amount of cash in circulation and commercial bank's deposits at the BOJ--by 60 trillion yen ($539 billion) to 70 trillion yen a year. The BOJ has decided to raise the target and expand the monetary base by 80 trillion yen annually.
　市中に出回る現金と銀行の日銀への預金を合わせた金額（マネタリーベース）を、これまで年間６０兆～７０兆円増やすことを政策の目標にしてきたが、目標を８０兆円に拡大する。

To achieve the new target, the BOJ will increase the amount of long-term government bonds, exchange-traded funds (ETFs) and other assets it buys.
そのために長期国債や、株価指数に連動する投資信託（ＥＴＦ）などの買い入れ額を増やす。

When it introduced its aggressive, “different dimension” monetary easing program designed to end deflation in April last year, the BOJ set a target of pushing up the annual inflation rate to 2 percent over a roughly two-year period.
　日銀は昨年４月、デフレ脱却を目指して「異次元緩和」を導入した際に「２年程度で、前年比２％の物価上昇を実現」という目標を掲げた。

But signs are not encouraging. Adjusted for the consumption tax hike in April, the nationwide core consumer-price index rose only 1.0 percent in September from a year earlier.
　今年９月の物価上昇率は消費増税の影響を除くと１・０％。

Many private-sector economists have predicted that the inflation rate will remain slightly above 1 percent in the fiscal year that starts in April 2015. It was widely believed to be next to impossible for the central bank to achieve its inflation target.
多くの民間エコノミストは１５年度も１％強にとどまるとし、日銀の目標達成はほぼ不可能と見られていた。

The BOJ apparently decided that additional monetary expansion was needed in order to stick to the policy goal of realizing 2 percent inflation in two years.
「２年で２％」の目標を掲げ続けるうえで、追加緩和が必要だったのだろう。

It seems unlikely, however, that the central bank’s action will have a significant impact on the real economy. The BOJ has been ramping up the monetary base at annual rates of several dozen percent. But most of the money the central bank has pumped into financial markets has ended up increasing commercial banks' deposits at the central bank. The amount of money in circulation has been growing by only several percent.
　追加緩和をしても、実体経済に与える影響がそれほど大きいとは考えにくい。これまで日銀は前年比数十％増のペースでマネタリーベースを増やしてきたが、銀行の日銀への預金が増えるばかりで、実際に世の中に出回るお金は数％増にとどまっているからだ。

The BOJ’s latest easing is aimed rather at raising inflationary expectations among consumers, businesses and market players.
　むしろ狙いは、物価が将来、どれほど上がると考えるのかという、消費者や企業、市場関係者らの期待（予想）に働きかけることにある。

When it launched the radical monetary easing drive, the BOJ pledged to bring about a “fundamental change in expectations among markets and economic entities.”
　異次元緩和を導入した際には「市場や経済主体の期待を抜本的に転換させる」としていたし、

In announcing the latest move, the central bank said it is working to “maintain the momentum of the forming of expectations that is turning positive.” The bank also said now is a “vital moment” for its fight to slay deflation, expressing its “unwavering resolution” to achieve its mission.
今回は「好転している期待形成のモメンタムを維持する」「今まさに正念場。揺るぎない決意を表明する」とした。

Since the BOJ is trying to change “expectations,” which are hard to define and measure, there is inevitably “much uncertainty” concerning the effects of the action, as BOJ Deputy Governor Kikuo Iwata acknowledged.
とらえどころのない「期待」を変えようというだけに「不確実性が大きい」ことは日銀の岩田規久男副総裁も認めている。

Moreover, the BOJ’s “different dimension” monetary easing program entails some serious risks.
　一方で、異次元緩和策は大きな危うさをはらんでいる。

There are already signs of its unwanted side effects. The BOJ’s massive buying has created a shortage of short-term government bonds, resulting in negative interest rates in the money market. That means some commercial banks are paying more for short-term government bonds than they would receive.
すでに日銀の大量購入で短期国債が足りなくなり、短期金融市場ではお金の出し手が損をする「マイナス金利」が広がっている。

The BOJ has also decided to buy more longer-term government bonds. While it had focused on bonds with an average remaining maturity of about seven years, it will now target those with a remaining maturity of around 10 years.
　追加緩和で、買い入れる国債の償還日までの平均期間を、現在の７年程度から１０年程度に延長する。

If it holds government bonds longer, the BOJ will have to take a larger risk while the assets on its balance sheet keep growing. This will also make it harder for the central bank to work out an effective exit strategy for its monetary stimulus program.
国債を持ち続ければ、日銀はその分、膨らむ資産とともに大きなリスクを抱える。緩和策からの「出口」を探ることもより難しくなる。

Of the nine members of the BOJ’s Policy Board, five supported the new action and four were opposed.
　今回の政策決定に賛成したのは９人の委員のうち５人で、４人は反対した。

This indicates that the strategy represents a gamble in which the balance between benefits and risks is hard to estimate.
それだけ効果とリスクのバランスの見極めが難しい賭けだと言える。

The question that should be asked is whether the BOJ should rather have reviewed its target of raising the inflation rate to 2 percent within two years.
　「２年で２％」の目標を見直すべきではなかったのか。

What appears certain is that it will now take longer for the BOJ to wind down its radical easing campaign.
出口が遠くなったことだけは確かなようである。

私の団地の横もタクシンの開発した低所得者向け住宅地が広がっています。
５００戸くらいの大規模な住宅建設なんですが、販売されたのはアピシット政権となってからでした。
それでもタクシンの貧困層に対する思いは維持されたのですね。
これもバンコク富裕層がタクシンを嫌う理由のひとつです。
犬（貧困層）に住宅は必要ないといったところでしょうか。

アピシット政権では失業率を増大させたくらいの成果しか見ありません。
２年くらいの在任期間中に、財産を２００万バーツ増やしてます＾＾。
２０１１年には大洪水にみまわれました。

インラックにもさしたる政治改革はありませんね。
内閣改造をやったくらいでしょうか。
それと、世界の外交で華やかに活躍したくらいでしょう。
ライススキームの不透明な仕組みと、農民への不払いが命取りなのです。

Editorial / North Korea will gain nothing from its nuclear intimidation
北朝鮮威嚇外交　「核攻撃」予告は度が過ぎる（4月2日付・読売社説）

North Korea's decision to boost its nuclear capability is a blatant provocation made in defiance of a U.N. Security Council resolution, which prohibits Pyongyang from conducting further nuclear tests or ballistic missile launches.
　核戦力の強化方針は、核実験や弾道ミサイル発射のさらなる実施を禁じた国連安全保障理事会決議への露骨な挑発だ。

The international community needs to answer this provocation by strengthening sanctions against North Korea.
　国際社会は、北朝鮮への制裁を一層徹底するなど、対応を強める必要がある。

At a general meeting of the Central Committee of the Workers' Party of Korea, the party's first secretary, Kim Jong Un, unveiled a new strategic policy aimed at boosting its nuclear capability both in quality and quantity, along with economic reconstruction. He also indicated Pyongyang would continue test-firing de facto long-range ballistic missiles.
　北朝鮮の朝鮮労働党中央委員会総会で、金正恩第１書記が、経済建設と並行して、核戦力を「質も量も拡大、強化する」という新たな戦略的路線を打ち出した。事実上の長距離弾道ミサイルの発射を続ける方針も示した。

The decision to strengthen both its economy and its nuclear arsenal was approved by the Supreme People's Assembly on Monday.
　経済建設と核戦力強化の“二兎(にと)を追う”路線は、１日に開かれた最高人民会議で追認された。

China loses face

Kim's decision made China lose face. China, a permanent member of the U.N. Security Council, supported the U.N. resolution imposing sanctions on Pyongyang.
　常任理事国として対北朝鮮制裁決議に賛成した中国のメンツは、金第１書記につぶされた形だ。

China is North Korea's largest trading partner and aid donor. It also is a major supplier of energy.
　中国は、北朝鮮にとって最大の貿易相手国かつ援助国だ。エネルギーの供給元でもある。

The administration of Chinese President Xi Jinping is duty-bound to implement the sanctions resolution and apply pressure on North Korea by all available means. This would mean strengthening restrictions and monitoring the flow of money, goods and people, as well as halting the supply of crude oil and other steps.
　習近平政権は、制裁決議を確実に履行し、カネ、モノ、ヒトの移動の制限・監視を強化するのは無論、原油供給の停止など、あらゆる手段で圧力をかけるべきだ。

There also is concern that North Korea's rhetoric and actions aimed at intimidating the international community have become excessive, going far beyond conventional norms.
　国際社会を威嚇する北朝鮮の言動が、従来の次元を超えて過激になっている点も懸念される。

North Korea has torn up the armistice that halted the Korean War, and the country's supreme military command has said it will put its armed forces on the highest level of alert to ensure they are combat ready. The nation therefore has placed itself on a war footing, with Kim himself touring the front lines.
　朝鮮戦争の休戦協定の「白紙化」や、軍最高司令部による最高度の戦闘勤務態勢発令など、戦争前夜のような雰囲気を醸成し、金第１書記自らが前線を回っている。

Boasting of its nuclear weapons, Pyongyang even mentioned making preemptive nuclear strikes not only on South Korea but also on the U.S. mainland and Japan. By playing around with its nuclear arsenal, Pyongyang is acting extremely dangerously.
　核兵器保有を誇示し、韓国ばかりか米国本土、さらには日本への核先制攻撃にまで言及した。核を弄ぶ態度は危険極まりない。

The United States' unusual announcement on the participation of B-52 strategic bombers and its most advanced B-2 stealth bombers in joint military exercises with South Korea was meant to rein in North Korea.
　米国が異例にも、米韓合同軍事演習に米軍の戦略爆撃機Ｂ５２と最新鋭ステルス爆撃機Ｂ２を参加させたことを公表したのは、北朝鮮を抑止するのが狙いだ。

Japan and other nations concerned must keep a close eye on North Korea's behavior and make preparations to deal with any contingency.
　日本はじめ関係国は、北朝鮮の行動を注視し、不測の事態への備えに万全を期さねばならない。

Kim solidifying power

Behind North Korea's moves is Kim's apparent desire to solidify his power base as it has been a year since he was formally named successor to his late father, Kim Jong Il.
　こうした北朝鮮の動きの背景には、父の金正日総書記の死後、後継者に正式に推挙されて１年たった金第１書記が、権力基盤を固めようとしていることがあろう。

Only 30 years old, the inexperienced North Korean leader has trumpeted the nation's most recent nuclear test and missile launch as proud achievements. Little progress has been seen in reconstructing the country's failed economy. He probably has no choice but to strengthen his influence and authority as the top leader by pursuing a military-first policy through such means as further nuclear armament.
　まだ３０歳の経験不足の指導者は、核実験とミサイル発射を業績として喧伝(けんでん)している。破綻した経済の再建が少しも進まない。核武装の推進など、軍事最優先の「先軍政治」で求心力と権威を高めるしかないのだろう。

As a result, sanctions against North Korea have been strengthened, further isolating the country in the international community. Its efforts to diversify trade and invite investment are hardly likely to meet with success.
　その結果、制裁は強化され、国際社会で北朝鮮の孤立は深まるばかりだ。貿易多角化や投資呼び込みにも強いブレーキがかかる。

Kim should be keenly aware that the pursuits of nuclear armament and economic reconstruction are incompatible.
　核武装化と経済立て直しの両立はあり得ないことを、金第１書記は厳しく認識すべきである。

Japan needs solid strategy for territorial talks with Russia
日露首脳会談　領土交渉への土俵を固めよ（9月9日付・読売社説）

Before holding further territorial talks with Russia, Japan must firstly strengthen the base of its negotiation stance.
　まずは交渉の土俵をしっかりと固めていかなければならない。

Prime Minister Yoshihiko Noda and Russian President Vladimir Putin held talks Saturday on the sidelines of the Asia-Pacific Economic Cooperation forum summit meeting in Vladivostok in Far East Russia. The two leaders confirmed talks would continue over the Russian-held northern territories off Hokkaido.
　野田首相とプーチン露大統領がロシア極東のウラジオストクで会談し、北方領土交渉の継続を確認した。

Tokyo and Moscow will deepen talks on the islands at a vice-ministerial meeting scheduled for autumn and when the Japanese prime minister visits Russia in December.
今秋に予定される日露次官級協議、１２月をメドとする首相の訪露で議論を深めることになる。

Recent friction with China and South Korea over the Senkaku and Takeshima islands has prompted hard-hitting questions about Japan's stance over its own sovereignty and territory. With Russia also, the government must work persistently to find a solution to the northern territories dispute based on historical facts and documents.

Quiet, constructive talks needed

During the talks, Noda told Putin "consideration must be paid to public sentiment" in Japan as a condition for the territorial negotiations. He also requested the Russian leader hold discussions "in a quiet and constructive environment."
　今回、野田首相は、交渉の前提として日本の国民感情への配慮が必要と指摘し、「静かで建設的な環境」での議論を求めた。

Noda's remarks apparently were referring to Russian Prime Minister Dmitry Medvedev's provocative landing on Kunashiri--one of the islands in the northern territories--in July. Moscow must not be allowed to "Russianize" the territories by faits accomplis with unilateral development of them, at a time when talks on the islands are poised to resume.
　メドベージェフ露首相が７月に国後島に上陸して日本を挑発したことを念頭に置いた発言だ。日露間で交渉しようというのに、北方領土開発の既成事実を積み重ね、一方的に「ロシア化」を進めることは、断じて許されない。

Putin agreed with Noda that the issue should be solved in a quiet atmosphere without stirring up public sentiment. We think Putin should do what he said.
　プーチン大統領も「世論を刺激せず、静かな雰囲気の下で解決していきたい」と言明した。言葉通りの行動をとるべきである。

In economic discussions, Noda welcomed Russia's recent entry to the World Trade Organization. He also said Japan will cooperate in the development of Siberia in the Russian Far East if mutual trust is further enhanced.
　経済分野では、野田首相がロシアの世界貿易機関（ＷＴＯ）加盟を歓迎し、極東シベリア開発についても「相互信頼が進めば協力が現実のものとなる」と語った。

Putin expressed his expectation for increased investment from Japan. However, we hope Moscow will first improve Russia's investment climate, including the abolition of trade barriers.
　大統領は日本の投資拡大に期待感を表明したが、ロシアには、貿易障壁の撤廃など投資環境を一層改善してもらいたい。

After their talks, the two leaders witnessed a signing ceremony of a memorandum on construction of a liquefied natural gas terminal near Vladivostok, a project that Japanese firms and the Russian energy company Gazprom are working on.
　会談後、両首脳は、液化天然ガス（ＬＮＧ）工場建設に関する覚書の署名式に立ち会った。ウラジオストク近郊で、日本企業とロシア国営のガスプロムが進めているプロジェクトである。

Mutual benefits await

Russia is developing natural resources in its Far East region. Japan's demand for LNG has increased since the accident at the Fukushima No. 1 nuclear power plant, so ensuring a stable supply of the fuel for thermal power generation and importing the gas from a wider array of countries have become important issues for Japan. Energy cooperation will have huge merits for Japan and Russia.
　ロシアは極東の資源開発を進めている。日本では原発事故以来、ＬＮＧの需要が増え、火力発電用燃料の安定調達と輸入先の多様化が課題だ。エネルギーに関しては日露双方にメリットが大きい。

Tokyo and Moscow also inked a treaty on measures to control poaching and smuggling of crabs and other marine products in the Okhotsk Sea.
　両政府はまた、オホーツク海のカニなど水産物の密漁・密輸入対策に関する協定にも署名した。

These are not the only fields in which Japan and Russia can jointly work and benefit. Bilateral relations have strategic importance for both countries when it comes to dealing with China, which is expanding both economically and militarily.
　日露両国が連携し、ともに利益を享受できるのは、こうした分野にとどまらない。経済、軍事の両面で膨張し続ける中国と向き合っていくうえで、日露関係には戦略的な重要性がある。

We think Japan and Russia should deepen their interdependence because it could lead to a solution to the dispute over the northern territories.
　北方領土問題を解決する道筋をつけるためにも、日露の相互依存を深めていくべきだろう。
